I-94 lanes to be closed this week at Highway C for maintenance

The Wisconsin Department of Transportation has issued the following notice about road work in Kenosha County:

On the evening of Monday ,December 15th, the Wisconsin Department of Transportation (WisDOT) will begin maintenance work on I-94 at the County C Interchange, in Kenosha County. Crews will be doing interstate pavement repairs, in advance of expected winter weather conditions. Two lanes on both I-94 East and West will be closed at County C, from Monday 9:30 p.m. until Thursday 9:30 p.m. Two lanes of traffic will remain open at all times. WisDOT is not anticipating major delays to occur as a result of this lane restriction.     Is that not part of the interstate that was just rebuilt as of a year ago? I guess I don’t understand why they would have to repair something that was just rebuilt. Maybe they should have built it right the first time. Although, then what would they have the county workers do all day?
