Circuit Court ruling on Bristol annexation upheld in appeals court

A Kenosha County Circuit Court ruling that said the mass annexation that united Bristol as a single municipality in 2010 was legal has been affirmed at the Wisconsin Court of Appeals level.

Dr. J. Michael Ries and Ries Partners filed a complaint in Circuit Court arguing that the annexation did not satisfy “the rule of reason.” Circuit Court Judge  Bruce E. Schroeder ruled in 2012 that Ries’ complaint failed to prove that the annexation violated the judicial Rule of Reason.

A Court of Appeals panel issued a decision Thursday that upheld the Circuit Court finding, therefore leaving the annexation intact.
