Sheriff’s Department gives notice of sex offender release

The Kenosha County Sheriff’s Department is making notification of the release of convicted sex offender Charles W. Keys into Western Kenosha County.

Keys “forced sexual acts upon an adult female acquaintance and also touched a 10-year-old female relative under her clothing on her private areas,” a bulletin from the Kenosha County Sheriff’s Department said.

Keys was to be placed in the community Thursday, March 24 after being released from prison in March 2009. He will be residing within a mile radius of Highways 75 and 142 in Brighton and is on a short-range electronic monitoring system.

Keys has been ordered to have no unsupervised contact with minors, no taverns, bars or liquor stores. He is to have no contact with his victim and is not to consume alcohol or drugs. He must comply with standard sex offender rules, face-to-face contact with law enforcement is required and he must comply with all requirements and be a lifetime registrant of the Wisconsin Sex Offender Registration Program.

Keys is not wanted by the Sheriff’s Department at this time.

“This notification is not intended to alarm the community, but rather it is our belief that an informed community is a safer community,” the Sheriff’s Department bulletin says.
