Randall refunds $1,000 in garbage fee

The Randall Town Board agreed to refund $1,000 to the owners of a three-unit residential rental in the town that has been paying for a private dumpster and for garbage and recycling forom the town’s contractor.

Karen Ditthardt, one of the property’s owners, said she has owned the building for 10 years, but only recently noticed the charge for garbage disposal on the 368th Avenue (Highway O) property’s tax bill.

Ditthardt said she was told 10 years ago by staff at the town office that a three-unit building would not be eligible for town garbage collection. After deciphering the charge on her most recent tax bill, Ditthardt said she asked again at Town Hall about a month ago and was told by Clerk Phyllis Kaskin that her property’s garbage could not be collected by the town contractor.

However, when she followed up with the town’s waste hauler, Veolia, Ditthardt was told her property would be eligible for town pick-up under the current contract, she said.

The Ditthardts estimated they over paid about $1,800 by having a private waste hauler and paying the charge on the tax bill. They asked to be refunded $1,000.

Most of the board members agreed that refund was in order, however, Supervisor Mike Halvorson said he felt making sure a property owner was not needlessly contracting for garbage collection was not the town’s responsibility.
