Highway B has been reopened at its intersection with Highway 50.
But the new traffic signals installed at the intersection are still dark.
The project, which started in July, reconfigured the intersection with more structured turn lanes and installed the lights.
Work there was supposed to be done in November, but was delayed by poor soil conditions and weather, a spokesman for the state Department of Transportation has said.
